Jiaying works with Sustainable Cities Program, Sustainable Transition Center, WRI China as the Research Analyst for the carbon neutral cities project. She focuses on policy research and project implementation in the fields of low-carbon urban transition, urban-rural planning, and building decarbonization.

She has several years of experience in urban planning, research and design in more than 20 cities and areas in China. Before joining WRI, she was working on science, engineering, technology and innovation (SETI) policy and sustainable development for Asia and the Pacific in UNESCO Regional Science Bureau.

Jiaying holds a bachelor’s degree in urban planning and master’s degree in design strategy and management from Tongji University, and Doctor of Engineering from TU Dresden. During her doctoral study, she conducted research on the policy process of healthy city in Shanghai.
